The former Somali regional state of Ethiopia spy chief, Mukhtar Sheikh Subane was arrested in Hargeisa on Sunday.
According to Somaliland authorities Mr. Subane who served under the leadership of former state President, Abdi Mohamed Omar was apprehended by security agencies.
He is expected to be handed over to Ethiopian authorities to face charges.
The suspect is wanted for gross human rights violations against the family members of the Ogaden National Liberation Front (ONLF) at a notorious prison in Jigjiga.
Subane is among a list of suspects produced by Ethiopian federal prosecutor for extrajudicial killings, kidnappings, and other crimes.
He served in the regional police famously known as Liyu before transferred to the intelligence by the former close ally and President, Abdi Mohamed Omar.
Omar is currently held in Addis Ababa prison for human rights violations crimes committed during his tenure.
